Rolling Hills Library Belt Branch Annex, 1906A N. Belt Hwy. The Marching Cobras, Kansas City's famous parade dance troupe, will kick off our Black History Month celebration at 1 p.m. in the Belt Branch parking lot and then meet inside with the public.
